The Future NHS Plans, 18 May 2017Open Forum Events invite you to join us at The Future NHS Plans: Delivering Transformation and Sustainability conference. This event is a high-level meeting, bringing together professionals and peers working within the health and social care systems and its associated partners, to continue the debate as to the future of the NHS.

The NHS Nye Bevan created has served the country very well and is regarded as one of the best healthcare systems in the World. However, the World has changed and the expectations from the NHS today is a far cry from those of 1948. The NHS is perhaps a victim of its own success, as advancements in medical science, innovations in treatment and improved care regimes have meant we are all living longer but not necessarily with good health. The healthcare system is struggling to keep pace with the extra demands and meeting patient needs is an ongoing challenge.
The Five Year Forward View (5YFV), published in 2014, set out a blueprint as to how the NHS would operate until 2020, ensuring quality personalised care, free at the point of access. New models of care, greater integration, 7 day working, an emphasis on prevention plus a commitment to realise £22bn of efficiency savings are some of the key elements in the five-year vision.

At The Future NHS Plans: Delivering Transformation and Sustainability conference we will be exploring the progress that has been made to fulfilling the 5YFV by 2020. The programme will feature certain aspects of the plan, reporting back on the initiatives that have been implemented and the impact they are having. As we move through 2017, this event is the ideal platform to discuss the very latest measures, such as the development of Sustainability and Transformation Plans (STPs), the further adoption of the vanguard new models of care, future integration plans and the use of the Better Care Fund. A line-up of expert speakers will give delegates a realistic insight as to how the future NHS will look and operate. The conference agenda has set substantial time aside for interactive discussion, knowledge sharing and casual networking throughout the day.

How will the NHS operate in the future?
It is now over two years since the Five Year Forward View (5YFV) was published, laying out plans to transform how the NHS would deliver high quality, personalised care, whilst operating more efficiently to produce £22bn of savings. Now that the initial phase of the plan is well underway with initiatives and pilots in place, such as the new models of care, 7 day working, and integration programmes, the next stage is now here.

To keep moving the agenda forward and to accelerate the implementation of the 5YFV new plans are being established.

Every health and care system in England has been tasked with implementing a multi-year Sustainability and Transformation Plan (STP), a new approach to deliver the Five Year Forward View vision of better health outcomes, better patient care and sustainable transformation in service delivery. Plans are required to be locally defined and to help ensure that services are built based around the needs of local populations. Although STPs have faced strong criticism from local authority leaders and patient groups; the Royal College of Emergency Medicine as warned that STPs could have a catastrophic impact on emergency care, a recent report by the King’s Fund concluded that STPs offer the best chance of improving health and care services.

The Better Care Fund has been established to further the integration between health and social care providers through a pooled budget to provide better joined up care for residents. In addition to this support it has been mandated that every part of the country is to have a plan for integration between social care and the NHS by 2017, to be implemented by 2020.

The Vanguard Programme currently has 50 sites piloting the new models of working. The government has ambitious plans to have 50% of the country covered by these new models by 2020. To encourage adoption and uptake it is imperative that there is a process for sharing feedback and learning.

Implementing local plans and new models of care are taking place against a backdrop of unprecedented pressure in the health and care system. Ongoing surges in demand and tight NHS finances; the most recent NHS Improvement reports indicate that trusts in England have a record deficit of £2.45bn, mean the challenge to secure the future of the NHS is more testing and pertinent than ever before. The lack of a mention of further funding support in Philip Hammond’s Autumn statement has further stimulated grave concern as to the future financial state of the NHS.

Professor Nicholas Mays, Professor of Health Policy, London School of Hygiene and Tropical Medicine

nick_mays_portraitNicholas Mays is Professor of Health Policy in the Department of Health Services Research and Policy at the London School of Hygiene and Tropical Medicine (LSHTM) where he has been since 2003. He also directs the Department of Health-funded Policy Innovation Research Unit. The Unit is a collaboration between LSHTM, the London School of Economics, Imperial College Business School, RAND Europe and the Nuffield Trust. It began in January 2011 and is aimed at involving a multi-disciplinary team of independent researchers in the very earliest stages of national policy development, and/or evaluation of innovative programmes and policies across health services, social care and public health.
Nicholas is currently principal investigator of the evaluation of the integrated care and support Pioneer programme in England.
Until March 2013, Nicholas was scientific coordinator of the Department of Health-funded Health Reform Evaluation Programme which aimed to evaluate the impact of two sets of major reforms of the English NHS: firstly, the market-related reforms of the period 2002-10; and secondly, the changes following the 2008 Next Stage Review, ‘High quality care for all’.
Nicholas has a background in social policy, policy analysis and health care policy evaluation.
He has experience as a policy advisor in government, having been principal health policy advisor in the New Zealand Treasury, 1998-2003. He continues periodically to advise the NZ Ministry of Health and Treasury on health system strategy. He was appointed by the Director-General of Health to the External Advisory Group for the refresh of the New Zealand Health Strategy in March 2015.
From 1994 to 1998 he was Director of Health Services Research at the King’s Fund, London.
He is co-editor of the Journal of Health Services Research & Policy which he established in 1995.
In all, he has 35 years’ experience in health services research and policy evaluation.

Roy Lilley, NHS Writer, Broadcaster and Commentator

Roy is an established, independent health policy analyst, writer, broadcaster and commentator on health and social issues. Previously, a Visiting Fellow at the Management School, Imperial College London. Formerly at the Centre for Health Services Management at the University of Nottingham. He also provides consultancy to NHS organisations and the companies that have services and products for the health service.
He has, twice, been voted top UK speaker on NHS topics. He is the creator of the top selling ‘Tool-Kit’ series of books.
Roy was a founder member of the NHS Trust Federation and has been a member of the NHS Steering Group on women’s issues and a member of the NHS Training Executive’s Group on training Boards and Non-Executive Directors.
Roy is a frequent broadcaster and writer on health, current affairs and social issues and speaks at conferences and seminars throughout the UK and overseas. He has contributed to the Today Programme, Newsnight, the Midnight Hour, BBC News 24, BBC 5 Live, Channel 5 News, Sky, ITN and regional TV and radio programmes. He has written for the Guardian, Sunday Times, Telegraph and many national newspapers, journals and management periodicals including a regular column in Pharmaceutical Marketing magazine. He is the author of over twenty books on health and health service management. In 2015 Roy founded the Academy of Fabulous Stuff – a non-profit organisation dedicated to sharing all the fabulous things about the NHS. The Academy works as a collaboration to ensure best practice examples, great ideas and service solutions are available to all.


Harry Quilter-Pinner, Research Fellow, IPPR

Harry is a research fellow specialising in public services at IPPR, the UK’s progressive think tank. His work focusses particularly on policy related to health and wellbeing.





Dr Steven Laitner GP, Regional Primary Care Home Lead, National Association of Primary Care (NAPC)

Steven Laitner is a General Practitioner with a Public Health and Clinical Leadership background.

As well as practising as a part time GP he is a freelance health consultant with his own consultancy company Programmes for Health which supports a range of healthcare commissioning and provider organisations.

Steven was one of the original architects of the Accountable Lead Provider model whilst working at the Department of Health, where he was also National Clinical Lead for Shared Decision Making.

He is currently supporting a range of organisations on developing accountable, integrated, programmes of care.

During 2016 Steven joined the National Association of Primary Care (NAPC) as a Clinical Advisor to their Primary Care Home (PCH) Programme.

He has developed a keen interest in Population Health Management, in particular, Population Segmentation and Risk Stratification.

His work also covers new models of care delivery such as telephone triage, referral triage, self management support, care coordination, case management and care planning. He supports commissioners and providers to develop new programmes of care such as Musculoskeletal and Frail Elderly Programmes.

His clinical interests include primary care, frail elderly, care planning, self care support, GP access, patient leadership and shared decision making.


Jason Gordon, Health Manager, Texthelp
Jason joined Texthelp in 2014 to expand the reach of their assistive technologies across the Health Sector in UK and Ireland.  With more than 14 years experience in business development – both B2B and B2C – Jason has developed a real passion for digital inclusion.

In the NHS, one million patients are served every 36 hours and there are common barriers to communication which include differences in language, culture and digital literacy.  Jason’s goal is to ‘change lives’ by improving communications between NHS organisations and improving communications and access to services for patients.  He believes that digital technology holds the key.

Jane Payling, Head of Health & Integration, CIPFA

Jane joined CIPFA in 2015 as Head of Health and Integration following 20 years working in NHS finance. Her role involves supporting finance staff working in health and social care, researching and commenting on health policy and helping finance teams in integration. Jane was previously Director of Finance at Papworth Hospital NHS Foundation Trust for 10 years, with responsibility for procurement, contracting and performance. During this time she was part of the team which secured the go ahead for the New Papworth Hospital, a PFI scheme which is planned to open in 2018. She joined the NHS in 1992 as a graduate finance trainee with the former East Anglia Regional Health Authority and has worked in a range of organisations spanning provider, commissioner and health authorities. She is committed to developing finance teams, previously chairing the Eastern FSD board and helping to support Future Focussed Finance.

Anita Charlesworth, Chief Economist, The Health Foundation

Before joining the Health Foundation in May 2014, Anita was Chief Economist at the Nuffield Trust (2010-14) where she led the Trust’s work on health care financing and market mechanisms. Prior to that she had roles as Chief Analyst at the DCMS and Chief Scientific Advisor at DCMS (2007-10), Director of Public Spending at the Treasury (1998-2007), where she led the team working with Sir Derek Wanless on his 2002 reform of NHS funding and worked as an Economic Advisor at DH and for SmithKline Beecham pharmaceuticals. She has also worked as a non-executive director in the NHS – for Islington PCT (2007-2011) and The Whittington Hospital (2011-2016).
Anita routinely gives evidence to Select Committees and advises and contributes to work at the OECD, ONS, DH and NHS national bodies. This expertise was recognised most recently when the House of Lords appointed her as their specialist advisor for the work of the Select Committee on the long-term sustainability of the NHS.
Anita has an MSc in Health Economics from York University and is a Trustee of Tommy’s, the baby charity.

Roger Tweedale, Director, Consultant Connect

Roger is an experienced board-level healthcare professional. He is currently a director of Consultant Connect and also of a separate specialist healthcare consultancy providing strategic, commercial and operational support to CCGs, Hospitals, GP Federations, LMCs and other healthcare organisations nationally.
Roger started his career in 1986 as a management consultant and qualified accountant with Arthur Andersen/Andersen Consulting (now Accenture). From there he moved into corporate finance with KPMG’s healthcare team before joining a venture capital backed care home provider as Commercial Director.
In 2007 Roger took on the role of Chief Executive of a Federation of 100 GP Practices, where he completed a successful turn-around and. Over a 6-year period he developed the Federation into a self-sustaining organisation that provided clinical services from some 90+ clinic locations.

Dr Lloyd Humphreys, Vice President of Business Development at Patients Know Best and NHS Innovation Accelerator Fellow

Lloyd is a qualified Clinical Psychologist and Vice President of Business Development at Patients Know Best.

He completed his MBA at the European School of Management and Technology (ESMT) in Berlin, where he received the Faculty Award for his outstanding contribution. Lloyd has been recognised by the NHS for his involvement in bringing innovative technology solutions to market and been awarded one of the first NHS Innovation Accelerator Fellowships. More recently he was named in the Top 100 Global Health Tech Influencers.

Patients Know Best is a patient-controlled medical record that can connect to all sources of health and care information in one record that is owned and shared by the individual across the entire health network to deliver integrated care with the citizen at the centre. At Patients Know Best, Lloyd leads on global expansion and new market and oversees strategic partnerships.

Tim Gardner, Senior Policy Fellow, The Health Foundation

Tim Gardner joined the Health Foundation in October 2014 as a Senior Policy Fellow.

Prior to joining the Health Foundation, Tim spent ten years at the Department of Health working on policy and legislation in a variety of roles. Most recently, Tim was a Senior Policy Advisor in the NHS Strategy and Delivery Unit where he advised on a range of projects including the Dalton review, the Better Care Fund and the Government response to the Francis Inquiry.

Prior to that, Tim worked on a range of areas including primary care, cancer and mental health as an NHS performance manager in the Department’s Recovery and Support Unit. He was Secretary to the NHS Management Board and a Assistant Private Secretary to the Chief Medical Officer, and also spent three years at the Department for Education advising on policy on children’s services.
Tim has an MSc in Health Policy from Imperial College London.

Peter Jones, Researcher & Community Mental Health Nurse, Lancashire Care NHS Foundation Trust

Peter Jones is a full-time Community Mental Health Nurse (NHS) with extensive clinical experience in adult and older adult services in Central Lancashire. Currently based in West Lancashire his experience ranges from nursing home liaison, rapid-intervention service, psychosocial interventions with young adults and psychological therapies including cognitive and family therapy. Mr Jones has also worked as Team Leader, CPA Lead and on primary care mental health, research and informatics projects. In addition to being a nurse mentor (and sign-off) Peter has delivered training on CPA, electronic records, HoNOS and STORM (self-harm / suicide prevention) which is on-going. In February Mr Jones was awarded an MRes after part-time study at Lancaster University in e-Research and Technology Enhanced Education. Peter is researching a conceptual framework known as Hodges’ model, that can be used in case formulation and to facilitate reflective practice, holistic, integrated and person-centred care. Study at Lancaster will inform the creation of a reflective workbench using ‘Drupal’ the content management system. Peter believes this model can improve the learner’s experience and the quality of care across health and social care sectors.
