Tim Foster is a professional economist seconded to Transport for the North from government. As Head of Economic Advice for TfN, Tim is responsible for developing the evidence base to support transformational investment in pan Northern connectivity and driving economic growth across the North. Tim’s work at TfN builds on the Northern Powerhouse Independent Economic Review to bring new insight to the future travel markets, productivity benefits and wider economic impacts of a more connected North. He is also responsible for developing the Strategic Outline Business Case for Northern Powerhouse Rail which will be formally submitted to government in December 2018.

A senior leader within the Government Economic Service, Tim joined TfN from his role as head of labour market analysis and strategy at the Department for Work and Pensions, where he led a major programme of trialling evaluation and analysis to support policy and strategy development, commercial procurement and operational delivery.
