Dr Siobhan O'Malley

Siobhan is a TEF Senior Policy Adviser at the Office for Students, a role which commenced at the Higher Education Funding Council for England in December 2016.  Siobhan leads the implementation of provider-level TEF Year Four (2019) and cross-cutting activities with the subject-level TEF pilots.

She joined HEFCE in 2012 and has served in an advisory capacity for various sector and government steering groups.  Siobhan has managed, designed and commissioned sector-wide programmes such as innovation in learning and teaching; support for students with specific learning difficulties; provision for students with mental health problems; and encouraging greater diversity in HE governing bodies. 

A passion for education, equality and diversity brought Siobhan into higher education.  She gained a PhD in Applied Psychology from Cranfield University in 2002, specialising in E&D, followed by practitioner and managerial roles at the University of Leeds, University of Bristol and Weston College.
