Gerald Holtham is Hodge Professor of Regional Economy at Cardiff Metropolitan University. He was recently commissioned by the Welsh government to produce a report on financing social care for the elderly. (https://gov.wales/docs/caecd/publications/180628-paying-for-social-care-en.pdf)
His career has spanned the academic, public policy and the financial services sectors. He is a former fellow of the Brookings Institution, Washington DC, and of Magdalen College Oxford and is a Fellow of the Learned Society of Wales.
He spent ten years at the OECD in Paris, ending as head of the General Economics Division of the Economics Directorate. He was Director of the Institute of Public Policy Research 1994-98, Chairman of the Independent Commission on Funding and Finance for Wales 2008-2010 and was special adviser to the Welsh Minister of Finance 2012-14
In the financial sector he was successively chief economist for Lehman Brothers, London, Investment Strategist for Norwich Union Investment Management, Chief Investment Officer for Morley Fund Management (now Aviva Investors) and Managing Partner of his own company Cadwyn Capital LLP.
