Penny is a Designated Nurse for Looked after and Care Leavers, she has worked within the NHS for the last 35 years during which time she has gained a wealth of experience, competencies, knowledge and skills. These skills enable her to work in a visionary and inspiring way to bring about effective change at local and strategic levels, especially the development of care pathways and service redesign for Looked After Children and Care Leavers.
She has driven and implemented effective commissioning, recognised as innovated practice by CQC in addressing the gap between universal emotional health provision and specialist mental health provision for children and young people within the care system.
She is a member of and actively involved within the NHS England Safeguarding and LAC Forums Nationally and the South West. She is a specialist advisor for the CQC, and a specialist health peer for Local Government Association for Peer Reviews.
