Since April 2015, Charles has been Head of Operational and Evaluation for NHS England, shaping transformation and high impact change in the NHS through the use of analysis and evaluation. He is responsible for the evaluation of New Care Models and other major programmes including integrated personal commissioning, pharmacy integration and Right Care.
Previously Charles was Head of Analysis for the NHS England South region. Most of his career has been spent in the civil service, mainly working in health but with spells in HM Treasury, the Prime Minister's Strategy Unit, and in the New Zealand Treasury. He was Chief Analyst to the Dilnot Commission on the funding of adult social care; and subsequently led the Department of Health team which secured Government agreement to social care funding reform.
