Supported by Article 39, Blooming Change is a group of children and young people with experience of mental health units. They work together to make mental health units, and the laws and rules that they follow, much better for children and young people.

Article 39 is a small, independent charity which fights for the rights of children living in state and privately-run institutions (including children’s homes, supported accommodation, mental health inpatient units and prisons) in England. We take our name from Article 39 of the United Nations Convention on the Rights of the Child, which entitles children who have suffered rights violations to recover in environments where their health, self-respect and dignity are nurtured.
